If you study, residence, or any long-term in China, then you can apply for the resident Driver License according to following procedure, but it vary from one place to another, and in some cities with time-fixed foreign version written examination.

1, Applicant's Identity Certificate and Its Photocopy. The Identity Certificate of resident are "Resident Identity Card" and "Residence & Temporary Residence Certificate", which issued by PSB. Your passport and a copy.
2, Vehicle Driver License Application Form.
3, Body Healthy Certificate.
4, Original Foreign Vehicle Driver License with its Chinese version (translation, if with it, you maybe not required to take a road test after driving education in some PSB ) and a copy.
5, 3-4 Photos (1-inch size)
6, Written Exam (some exam consists of a multiple-choice test only).
7, Application fee 80USD around.

Driving Education:
Usually in China, many Driving Education Schools, and cost for driving education vary from 500USD to 700USD for driving training, included road test and written exam.
